I think the whole forced overly pushed feeling of WW2 was an intentional ploy to parody the first movie. I always thought that it was their way of poking fun at themselves. The story is an afterthought. It seems like they wrote the jokes, then rushed to write a thin story to try to adhere the jokes together.
